Jiangdu printing machine industry is seriously polluted and needs to be upgraded

The discharge and pollution of printing and dyeing wastewater has been an important factor restricting the sustainable development and ecological environment protection of China's textile industry. How to improve the comprehensive improvement ability of environmental protection, promote the green industry, and promote the transformation and upgrading of the whole industry are the problems facing the textile printing and dyeing industry. For this reason, the relevant media interviewed Tan Xiao, senior engineer of circular economy and cleaner production center of South China Institute of environmental science, Ministry of environmental protection. With the development of industrial agglomeration, environmental requirements are becoming stricter Statistics show that from January to September 2015, the output of printed and dyed fabrics of large-scale printing and dyeing enterprises was 38.41 billion meters, a decrease of 17.15% compared with the same period in 2014. Among them, Zhejiang, Jiangsu, Fujian, Shandong, Guangdong and other five eastern coastal provinces produced 36.872 billion meters, accounting for 96% of China's total output. It can be seen that after years of development, China's printing and dyeing cloth production capacity gradually concentrated to the eastern coast. In the process of industrial cluster development, the self-discipline consciousness of the industry is gradually enhanced, and printing and dyeing enterprises pay more and more attention to the investment in advanced technology and equipment. From January to June 2014, the fixed assets investment of printing and dyeing enterprises in projects with more than 5 million yuan was 17.933 billion yuan, an increase of 36% over the same period of last year, and the fixed assets investment of the industry maintained a rapid growth. Tan Xiao pointed out that in the process of industrial agglomeration, although there are large-scale industrial parks with advanced environmental governance level and management ability, and the environmental self-discipline ability of enterprises is also increasing, the whole industry is still facing more problems. "On the one hand, the soaring prices of domestic dyes and chemicals have increased the production costs; on the other hand, the difficulties in the implementation of the wastewater discharge standards of the industry have also made the industry face greater pressure." Tan Xiao said that in particular, the introduction of the "Ten Rules for atmosphere" and "Ten Rules for water" put forward unprecedented strict requirements on the rectification and management level of the printing and dyeing industry. The pollution composition is complex, and the treatment is more difficult Data show that the daily discharge of textile industry wastewater in China is about 31 million tons, of which printing and dyeing wastewater accounts for about 80%. As the quality of printing and dyeing wastewater varies with raw materials, production varieties, production processes and management levels, the composition of wastewater collected after each printing and dyeing process is very complex. With the rapid development of dye industry and the progress of finishing technology, new auxiliaries, dyes and finishing agents are widely used in the printing and dyeing industry, and the content of refractory organic components is also increasing. On the other hand, the printing and dyeing waste gas, especially the setting waste gas, contains water vapor, printing and dyeing auxiliaries, volatiles and condensates of solvents, as well as fibers and dust carried by fabrics. It is a mixed fluid containing gas, liquid and solid pollutants, and its treatment is difficult. At the same time of serious pollution, the difficulty of treatment also increases. This requires the environmental governance and management level of the printing and dyeing industry to be enhanced. According to the requirements of environmental compliance guidelines for printing and dyeing enterprises, the printing and dyeing wastewater treatment plant (station) should be equipped with pH meter, dissolved oxygen meter, flow meter and other monitoring devices, and display devices should be added in the control room as required. The monitoring parameters should at least include water quantity, pH and chemical oxygen demand. However, according to Tanxiao's statistics, there are not many enterprises that have built the required central control system for wastewater treatment. Only a few enterprises have built the central control system when they build new or expand treatment facilities, and some enterprises still operate and analyze it manually. Strict access standards and consideration of local capacity "First of all, we should strictly implement the industry access standards, and governments at all levels should pay equal attention to policy promotion and strict control." Tan Xiao gave some suggestions on the construction of environmental management in textile printing and dyeing industry. "At present, China has put forward access requirements for the layout, process and equipment, quality and management, resource consumption, environmental protection and comprehensive utilization of resources, safety production and social responsibility, supervision and management of printing and dyeing enterprises. Therefore, strict implementation of access conditions is the basis for strengthening the textile printing and dyeing industry. " Tan Xiao said that in addition, comprehensive consideration of local environmental capacity is also an important factor to be considered in the process of industrial agglomeration location of printing and dyeing industry. "In the provinces where the printing and dyeing industry is concentrated in China, the investigation results of printing and dyeing enterprises show that the COD, ammonia nitrogen, total nitrogen and other indicators in the wastewater receiving water body of some printing and dyeing enterprises exceed the standard obviously, and there is no environmental capacity." Tanxiao said. Tan Xiao pointed out that the printing and dyeing industry plays a connecting role in the whole textile industry chain and plays a unique leading role. It is a key link in the transformation and upgrading of the textile industry. Therefore, in the process of attracting investment, we should take the development of the park as the guide, improve the product development cooperation system, strengthen the communication and cooperation among the upstream, middle and downstream enterprises in the industrial chain, form the industrial chain group with regional advantages, and enhance the overall competitiveness of the industry. "Focusing on product quality and economic benefits, continuous product development, improvement of product grade, implementation of brand strategy and improvement of enterprise competitiveness are the development direction of printing and dyeing enterprises in the future." Tan Xiao said that enterprises should determine their own product positioning, as well as reasonable market competition strategies and conform to their own technological development direction, develop their strengths and avoid their weaknesses, exchange with each other, share resources and promote common development.
